Travel Passes for People with a Disability

Travel Passes for People with a Disability Merseytravel can issue passes to people with any of the given categories defined in the Transport Act 2000.

The qualifying conditions of the seven categories are very specific and must be of a permanent nature.

The seven categories are:

  • blind or partially sighted
  • profoundly or severely deaf
  • without speech
  • disability or injury which has a substantial and adverse effect on ability to walk
  • loss of use of both arms or without arms
  • learning disability
  • would be refused a licence to drive a motor vehicle on the grounds of :
    • epilepsy
    • severe mental disorder
    • liable to sudden attacks of giddiness or fainting
    • established dementia conditions
