Major Transport Schemes

The way in which major transport schemes are administered is changing from 2015/16. The Department for Transport (DfT) has decided to devolve funding for transport major schemes to local areas from 2015/16. 
Whilst DfT devolved funding decisions to local areas, it still requires established DfT processes and methodologies to be followed. It is also a requirement that the city region agreed a prioritised list of major transport schemes with the DfT to help inform funding decisions moving forward.
To assist with developing a shortlist of major schemes, a transparent and robust prioritisation methodology to aid the prioritisation of major schemes and the identification of new schemes has been put in place. The shortlist of schemes was agreed with the DfT in July 2013 and is available below.
The government has devolved significant sums of money to local areas, in response to the Growth Plans that were developed by each Local Enterprise Partnership last year. The Liverpool City Region Local Enterprise Partnership’s submission is available here.
The government also requires local areas to develop Assurance Frameworks to ensure that these Growth Deal funds are managed in an appropriate and effective way.  The Liverpool City Region’s Assurance framework has been developed by the Liverpool City Region Combined Authority, the Local Enterprise Partnership and by Merseytravel, as accountable body for the funds. The Assurance Framework is available here.
In July 2013, DfT announced that the Liverpool City Region was awarded a total of £23.79m from the Local Growth Fund to support the City Regions Major Transport Projects from 2015/16 to 2018/19.  Following submission of the Liverpool City Region Growth Plan (submitted by the Local Enterprise Partnership (LEP)), it was announced that a further £232m was to be invested in the city region of which, £97.66m was allocated to agreed major transport schemes.
All shortlisted scheme proposals submitted by local authorities are required to accord with established DfT requirements and are therefore required to develop a Strategic Outline Business Case, an Outline Business Case and Full Business Case.  Individual local authorities or Merseytravel are responsible for developing business case proposals for transport schemes agreed by the Combined Authority through the prioritisation process.
