The Silver Jubilee Bridge (SJB) is an iconic, landmark structure of strategic importance to the local and regional highway network. It is the largest highway bridge in the UK maintained by a Local Authority and its size, structural complexity, traffic usage and sensitivity to disruption presents Halton Borough Council (HBC) with a combination of maintenance considerations which are probably unique to any Local Authority.

Prior to the 1998 Local Government Reorganisation there had been a significant underfunding for bridge maintenance in the SJB Complex. As a result a backlog of major maintenance developed and concerns increased about whether HBC could continue to allow unrestricted availability of the crossing. HBC prepared a 10 year major maintenance strategy for the 42 structures in the SJB Complex and this underpinned a succession of successful bids to DfT for Grant Funding to deliver this strategy and eradicate the maintenance backlog. In order to maximise the benefits of this DfT funding, continuation of maintenance work delivered on a smaller, lifecycle planned basis is vital to maximise its asset life. Because the unit costs of maintaining this large, complicated structure are disproportionally high, current levels of Maintenance Block funding are insufficient for HBC to be able to commit to this continued maintenance in the long term.
