With the creation of the Liverpool City Region Combined Authority there was a need to bring together the existing Merseyside and Halton Local Transport Plans.  A Transport Plan for Growth sets out the City Region's strategic vision and delivery plan for transport and also looks to foster greater collaborative working across the Combined Authority.   

Transport is an enabler of growth, it connects people and places and is crucial to the economic success of the Liverpool City Region. 


A Transport Plan for Growth has a strategic direction for transport which supports growth, regeneration and carbon reduction.

Our approach is to set out this strategic direction for transport to both those within the transport industry and also wider Combined Authority partners.

In order to meet this strategic direction, our transport priorities are defined as:

  • Growth - this reflects our plans and aspiration for economic growth in the City Region
  • Low Carbon - describes our desire to see a clean, low emission and sustainable transport network
  • Access to Opportunity - refers to our work in supporting those who wish to access training, education and further learning and employment opportunities.


Much has changed since the current Local Transport Plans were written, therefore A Transport Plan for Growth is more closley aligned with the Government's high-level economic policy drivers of localism, devolution of power and growth.

A Transport Plan for Growth is also clearly aligned with the Liverpool City Region Growth Plan and other emerging strategic plans.  A £1.7billion investment in transport and highways infrastructure improvements over the next six years is set out. 

The plan is integral to, and supportive of, the City Region-wide work being undertaken including:-

  • Freight and Logistics
  • Housing and Land-use Planning
  • Economic Development and Regeneration
  • Employment and Skills
  • Health and Wellbeing
  • Carbon Reduction and Air Quality
  • Connecting Communities
  • Visitor Economy
