Appeal Process for a Concession Application
If you are unhappy with the outcome of your application for a concession travel pass, you have the right to appeal our decision.
If you want to appeal, you must do so within 28 days of receiving the decision on your application. We cannot accept appeals after this deadline.
Your appeal should be in writing (letter or email) and include new official documents dated within the last 12 months to support your case.
Please note: Merseytravel cannot review an appeal based only on your original application or because you disagree with the decision. You must provide new evidence for your appeal.
Submitting Your Appeal
The easiest way to submit your appeal is to email [email protected] - don't froget to attach any additional supporting documents.
You can take your appeal letter and supporting documents to a Merseytravel Centre where a member of the team will ensure it is forwarded to the relevant team for processing.

What happens next?
Your appeal letter, along with any supporting documents and your original application, will be sent to an independent panel for their review.
The panel may ask for your application and documents to be assessed by an independent medical expert to ensure a thorough evaluation.
Following the guidelines from the Department for Transport (DfT) under the English National Concessionary Travel Scheme (ENCTS), the panel will carefully consider your additional documents and make a decision regarding your appeal.
If your appeal is approved, a member of our Concessions team will reach out to you personally, and you will receive your travel pass.
If your appeal is not approved, we'll inform you of the outcome in writing.
Remember, you’re welcome to reapply for a travel pass in the future if your situation changes.
