Category A - Blind or Partially Sighted

Eligibility for the Category A Travel Pass for those who are blind or partially sighted is based on guidelines from the Department for Transport (DfT) under the English National Concessionary Travel Scheme (ENCTS).

If you are blind or partially sighted, you may qualify for a travel pass.

A person can be registered either:

  • Severely Sight Impaired (Blind): This means having significant vision loss, resulting in seeing much less than what is considered normal, or possibly having no sight at all.

  • Sight Impaired (Partially Sighted): This refers to a milder vision loss. Those who are partially sighted can see more than those who are severely sight impaired but less than someone who sees normally.

Blind and partially sighted people can register with their local council authority. The register is held by the social services or social work department, or by a local voluntary agency, and is confidential.

More information and guidance about how to register as severely sight impaired or as sight impaired can found online at the Royal National Institute for the Blind (RNIB
