Category C - Without Speech
Eligibility for the Category C Travel Pass for those who are without speech f is based on guidelines from the Department for Transport (DfT) under the English National Concessionary Travel Scheme (ENCTS).
If you are profoundly or severly deaf, you may qualify for a travel pass.
Included within this category are those people who are unable to communicate orally in any language and usually unable to make clear oral requests or unable to ask specific questions to clarify instructions.
Eligibility Criteria
To successfully apply for a Travel Pass under Category C, you will need to provide at least one of the following:
- 8 points or more in the Communicating Verbally category on PIP.
- A letter from a GP or Consultant confirming that the applicant is without speech.
- A SR1 (formerly DS1500).
Please Note: This category would not, in the Department for Transport’s opinion, cover people who are able to communicate orally but whose speech may be slow or difficult to understand, for example because of a severe stammer.
Additionally, you will need to provide proof of where you live in the Merseyside area.

Visit a Merseytravel Centre: Bring your completed Fast Track Application Form and all relevant documents to a Merseytravel Centre.

- Choose Category C – I am without speech
- Upload either a letter from GP, consultant or speeach therapist (dated in last 12-months) confirming that you cannot speak, or a full copy of your PIP award letter clearly showing that you get 8 points or more for communicating verbally.
- Upload a recent colour photo of yourself.
- Upload proof of your address.
- Upload proof of your identity and age.
- Read the declaration.
- Sign and submit your application.
After you submit, please allow up to 6 weeks for us to process your application and send your pass to your registered address.

What Happens Next?
Once we receive your application, our team will review it along with any supporting documents you've shared, following the guidelines set by the Department for Transport (DfT) under the English National Concessionary Travel Scheme (ENCTS).
We strive to process all applications within 4 weeks.
If we need additional information about your application or if we think an assessment is necessary, a member of our Concessions team will reach out to you directly.
If you qualify for the travel pass, we'll send it to the address you provided in your application. Please allow up to 10 days for it to reach you via Royal Mail.
If you do not receive your travel pass within 10 days, please contact our Customer Services team on 0300 131 2881 so that a replacemet can be arranged as quickly as possible.
