Category G - Refused a Driving Licence

 

Eligibility for the Category G Travel Pass for those who would be refused a driving licence due to medical fitness is based on guidelines from the Department for Transport (DfT) under the English National Concessionary Travel Scheme (ENCTS).

Those people applying under this category would, if they applied for a driving licence, have their application refused by the DVLA under section 92 (physical fitness) of the Road Traffic Act 1988.

You don’t need to apply for a driving license and get turned down in order to qualify under this category. 

Those who are currently barred from holding a licence include people with:

  • epilepsy (unless it is of a type which does not pose a danger – see below)
  • severe mental disorder, such conditions as (but not limited to) dementia (or any organic brain syndrome), behaviour disorders (including post head injury syndrome and non-epileptic seizure disorder) or personality disorders
  • liability to sudden attacks of giddiness or fainting (whether as a result of cardiac disorder or otherwise)
  • inability to read a registration plate in good light at 20.5 metres (with lenses if worn)
  • other disabilities which are likely to cause the driving of vehicles by them to be a source of danger to the public

Please Note:  As per the guidance issued by the DfT, Travel Concession Authorities cannot process applications where a driving licence has been refused, withdrawn or surrendered if related to persistent misuse of drugs or alcohol.

Alternatively, applicants may have had their licence revoked due to a worsening medical condition that would affect their ability to drive.

Proving Eligibility

To successfully apply for a Travel Pass under Category G, you will need to provide at least one of the following:

  • A Certificate of Revocation from the DVLA issued within the last 6-months
  • For epilepsy, we will need to see medical evidence showing that you have had a seizure (whilst awake) within the last 12-months.
  • For serious mental health conditions, applicants will need to complete the supplementary Form G2 and get either a GP or Consultant Psychiatrist to complete and stamp it.
  • Medical proof (dated within the last 12-months) that clearly shows how the applicant’s condition would not meet the DVLA standards for medical fitness to drive.
  • An assessment made by an Independent Medical Assessor (IMA) as appointed by Merseytravel.

  4. Upload the relevent evidence and documents to support your application as shown on this page.
  5. Upload a recent colour photo of yourself.
  6. Upload proof of your address.
  7. Upload proof of your identity and age.
  8. Read the declaration.
  9. Sign and submit your application.

After you submit, please allow up to 6 weeks for us to process your application and send your pass to your registered address.

How to Apply

You will need to fill out the Disabled Person’s Travel Pass Application Form. Here’s how to do it:

  1. Download and Print the Form: Get the full Disabled Person’s Travel Pass Application Form and fill it out completely.

  2. Gather Your Documents: Make sure to attach all the necessary documents to show your eligibility.

  3. Proof of Residency: Include evidence that you live in Merseyside.

  4. Passport-sized Photo: Provide a recent, clear photo of your full face.

  5. Visit a Merseytravel Centre: Bring your completed form and all relevant documents to a Merseytravel Centre, or

  6. Post Your Form to Us: Post your completed form and all relevant dociments to Merseytravel Concessions, PO Box 1976, Liverpool, L69 3HN

If you have a serious mental health condition, you will need to complete the supplementary Form G2 and get either a GP or Consultant Psychiatrist to complete and stamp it.

What Happens Next?

Once we receive your application, our team will review it along with any supporting documents you've shared, following the guidelines set by the Department for Transport (DfT) under the English National Concessionary Travel Scheme (ENCTS).

We strive to process all applications within 4 weeks.

If we need additional information about your application or if we think an assessment is necessary, a member of our Concessions team will reach out to you directly.

If you qualify for the travel pass, we'll send it to the address you provided in your application. Please allow up to 10 days for it to reach you via Royal Mail. 

If you do not receive your travel pass within 10 days, please contact our Customer Services team on 0300 131 2881 so that a replacemet can be arranged as quickly as possible.
